IT in Jodhpur : NIC Activities
National Informatics Centre is a premier organisation in the field of Information Technology (IT) in India. It provides state-of-art solutions to the information management and decision support requirements of the Government and the Corporate sector. NIC has set up a satellite-based nation-wide computer- communication network, called NICNET, with over 650 nodes connecting the national capital, the state capitals and district headquarters to one and another.
The IT services provided by NIC range from conducting feasibility studies for computerisation; designing, developing and implementing computer-based information systems; to undertaking large turnkey projects, including setting up of networks and imparting training to personnel in user organisations. NIC has developed extensive expertise in integrating IT-based systems with the working of user organisations. The services provided by NIC include development of Application Software Packages, Systems Software, Database Systems, Distributed Databases, Networking, Electronic Mail, EDI, Access to International Databases, Computer -Aided Design, Geographic Information Systems, Modelling, Expert Systems, Telematics Software, Office Automation, Textbase Management Systems, Turnkey Projects and Training.
NICNET was designed and implemented
by NIC using state-of-the-art
satellite-based computer-communication technology. Keeping in view the
wide geographic spread of the country, ranging from islands in Indian
ocean to the highest Himalayan ranges, the design of NICNET,which is one
of the largest VSAT networks of its kind in the world, ensures extremely
cost effective and reliable implementation.
NICNET has now been
operation for over 10 years and has become an
integral part of a large number of Government and Corporate Sector
Organisations, providing information exchange services. NICNET services
include File Transfer, Electronic Mail, Remote Database Access, Data
broadcast and EDI. In times of natural calamities like cyclones, NICNET
has served as the basic message communication facility in the
calamity-affected areas.
A large number of
users including banks, financial institutions,
exporters, ports and custom houses are targeted for provision of EDI
services on NICNET. NICNET provides gateway to International Networks
for Electronic Mail, Data Base Access and EDI Services. NIC has emerged
as an agent of change in the user organisations by providing extensive
training facilities to train and re-train large number of people from
these organisations.The training methodology of NIC includes the use of
state-of-art training tools such as Computer Based Tutors (CBTs) and
Multimedia Systems.
A major resource
of NIC is its highly skilled pool of manpower numbering
nearly 3000. NIC has extensive software development capabilities in the
areas of databases,Computer aided design, networking, geographic
information systems, analytical modelling, expert systems, telematics,
multimedia etc.It has developed over 3,000 databases in various sectors
such as Education, Health, Transport, Agriculture etc. NIC has been
instrumental in processing very large volumes of data related to the 1991
Population Census and Industrial Census. NIC has also developed a number
of network-based applications, most notable being the 1991 General
Elections in India. NIC has taken up, on turnkey basis, a number of
large computerisation projects. Some of these projects which make
extensive use of NICNET are in the areas of Finance and Industry.
The following projects, activities and exercises have been taken up by NIC JODHPUR District Centre since 9th Jan. 1989.
VIDEO CONFERENCING
SYSTEM
Video Conferencing is an IT aid used to hold conferences between people at different
places. In other words it is a way of face-to-face interaction of people at
two different places without being physically present at same place. This facility
was inaugurated by Hon’ble Chief Minister of Rajasthan Sh. Ashok Gehlot
on 20th June 2002. Jodhpur has become the first district of the state, which
has installed Video Conferencing.
Providing such high-speed links at the commissionarate level would go a long way in improving the information availability and providing better management tools for the state Government and it is very effective facility for such monitoring/interaction. Also it will save time & money required for travel.
This facility is provided by using DAMA VSAT technology, which works over high speed (128 kbps) link.
LAND RECORD COMPUTERISATION
Project was implemented primarily to handle Land Administration properly, reduce work load of manual staff and for its speedy functioning. Jamabandi data of 976 revenue villages of Six Tehsils have been computerized & copies of the record of right is being issued in Hindi at tehsil level by trained patwaris. Rotation Jamabandies are also being prepared by computer. Seventh Tehsil Bilara is under settlement operation so data entry of this tehsil is yet to be started.
TREASURY COMPUTERISATION
Under this project Compilation work of District Treasury (City & Rural) and Sub-Treasuries (Bilara, Osian, Phalodi, Shergrah) has been computerized since 1996. Software at district level is developed in ORACLE on Unix platform and at Sub-Treasury level in Visual Basic and SQL Server on windows platform. Internet and E-mail connectivity has been given.
PENSION MONITORING SYSTEM
In this project Software in ORACLE on Unix platform has been implemented at Joint Director Pension’s office successfully since 1994. All types of pension cases monitoring and report generation is being done through this Software. Pre-88 pension revision cases are also being monitored by computer.
OLD AGE PENSION SYSTEM
All accounts of Old age, Widow & Disable Pension cases have been computerized using ORACLE on UNIX Platform. The Money Order is being generated through this Database.
DISTRICT COURTS COMPUTERIZATION
Daily Cause List is being generated at District Court using District Court Information System. All the queries and official report are generated by this system.
PUBLIC GRIEVANCES MONITORING SYSTEM
A Database of all Public Grievances received by District Administration is being maintained in Hindi. Various queries and reports are generated. Letters and Reminders are generated through the system.
ELECTION SYSTEM
All the process of Election has been computerized since 1990. The following main activities are – Polling & Counting Party Formation, Analysis of Counting Results & Transmission of Counting Result to Doordarshan and Election commission.
COURT CASES MONITORING SYSTEM FOR EDUCATION DEPARTMENT
All the cases filed against Education Department in Rajasthan High Court and Tribunal is monitored by the system. Various reports and queries are generated as like District wise, OIC wise, File wise & Decided and pending year wise cases.
AGRICULTURE MARKETING PRICE MONITORING (AGMARK)
Under this project software has been implemented for daily Monitoring of Commodity prices at Krishi Upaj Mandi Samiti Mandore & Paota. This data is also used to update prices at National Level using Internet.
NICNET MANAGEMENT
Internet & E-mail services are extended to various States and Central Govt. Departments through VSAT based technology. Technical support is provided to NICNET users at different locations. DMA & IPA VSATs along with communication hardware installed at NIC centre for Internet, E-mail & Video Conferencing services.
NICNET MEDLARS SERVICES (http://indmed.nic.in)
One of the facilities offered by NICNET is to disseminate information from NLM’s Medical Literature Analysis and Retrieval System (MEDLRAS) to students and research scholars of University and medical community since 1993.

Future Projects
1. Lokmitra
Lokmitra is the first
of its kind of electronic service in the state. It provides access to government
services via the Internet kiosks. Its aim is to deploy IT for the benefit of
the masses. It provides a wide range of citizen friendly services under one
roof so that the citizens don’t have to run around various departments.
Any citizen can avail multiple services of different departments at these counters
through integrated software. Various departments, which will be connected through

2. Janmitra
Janmitra is an integrated e-platform through which rural population of Jodhpur
can get desired information and avail services related to various government
departments at kiosks near their doorsteps. To achieve this end, system will
use integrated Information Technology tools, which will involve two-way strategy.
